PROJECT OVERVIEW

Through a significant sewer condition assessment program across Goulburn and Marulan, PMA is delivering cleaning, CCTV inspection, maintenance hole assessment and rehabilitation reporting. All inspection and reporting work is delivered in accordance with the WSA compliant Conduit Inspection Reporting Code of Australia, the specified reporting standard for the contract. 

The Challenge
Council's program needed to address three core challenges:

  • Incomplete or uncertain asset location information across parts of the network

  • The need to capture reliable condition data to support future asset management decisions

  • Delivering a high volume of inspections efficiently, with minimal disruption to residents and businesses across both Goulburn and Marulan

During early project planning, Council and PMA identified gaps in the existing Geographic Information System (GIS) records, with approximately 30% of the network requiring further field verification. 

PMA's Delivery and approach

To meet the program requirements, PMA has deployed multiple specialist field crews, typically two CCTV inspection teams, with a third team available for mobilisation when required to accelerate delivery. Crews are supported by cleaning, CCTV and reactive inspection units, allowing pipelines to be cleaned prior to inspection where required and ensuring clear visibility for accurate defect identification.

Where individual lines have presented heavier silt and debris loads, PMA has drawn on the strength of its national fleet to deploy additional cleaning capacity, with inspection work continuing without delay

Data capture and reporting

PMA is capturing asset location data, including coordinates and invert levels for access points and maintenance holes, in a format suitable for Council's asset management systems. Where required, this work also supports the mapping of previously unrecorded sewer infrastructure, progressively enhancing Council's GIS database as a direct by-product of the inspection program.

Maintenance holes are being assessed using specialist inspection technology to capture a detailed visual record of internal condition, allowing rapid asset assessment with high-quality data outputs.

All inspection deliverables, including CCTV footage, defect coding, condition assessment reports and GIS compatible spatial data, are made available to Council through a dedicated reporting workspace, providing straightforward and timely access to project outputs. 

Community-concious delivery

Goulburn's busy commercial streets called for a delivery approach designed around the community. PMA proactively scheduled a portion of the program as nightworks, completing inspections in high-traffic areas with minimal impact on local businesses and residents. Community notifications and noise considerations are factored into all night shift planning.

PMA also planned regional logistics early, securing local accommodation to support crew continuity and efficient delivery throughout the program.

Safety remains central to how the team operates. All work is conducted in accordance with PMA's certified safety management system, with appropriate signage, exclusion zones and site controls consistently in place. During the program, PMA completed a Council-led safety audit with a positive outcome, reflecting the standard of safety practice maintained across the project.

Results to date

As at May 2026, PMA had completed CCTV inspection of more than 30 kilometres of sewer main, with delivery progressing in line with the agreed program. The original scope has remained unchanged since mobilisation. 

Confirmed outcomes to date include:

  • More than 30 kilometres of sewer main inspected

  • Early inspection data identifying pipe displacement and infiltration across sections of the network, supporting Council's forward maintenance and rehabilitation planning

  • Progressive improvement of Council's GIS records through field-captured location and condition data Council access to inspection reports, footage and GIS-compatible spatial data through a dedicated reporting workspace

  • Additional cleaning capacity deployed where required, with inspection continuing without delay

  • Inspections in busy commercial areas delivered as nightworks to minimise community disruption 

Looking ahead

As the program progresses, the team is planning ahead for several technically complex sections of the network, including a length of pipeline with limited maintenance hole access where additional engineering measures may be required to enable inspection. PMA is working through the technical requirements in advance to ensure a safe and efficient solution.

The team is also liaising with local businesses and private property owners to secure access to assets located on or adjacent to private land and continues to coordinate closely with Council and other relevant authorities as the program moves through its next phases.
